SOAP API link broken?

Hi there,

I'm trying to configure our Soap API to connect it to an external data product, but when I click on the soap API link in admin section nothing happens. I've tried in both firefox and chrome and don't see any popup blocker notifications. Am I missing something? Do I need to set some other setting for that link to work?  Thanks!

Here is the page with the different versions and configurations...I think you may need to add it.

I have reported this as a bug. The Admin option for SOAP API should not be displayed for the SMB-Spark subscription type. The link (http://www.marketo.com/pricing/small-medium-business/) provided by Mark above should show the set of features are included with each subscription type.
