I was looking for static list controller API but did not find any API for static list to be removed using REST API.

Doesn't Marketo offer this remove from list API?

 

Business need is to update the list on daily basis via API

Removing an entire Static List Asset (which would be in the area you're looking in, though it doesn't in fact exist) isn't the same as removing a Person from a Static List. Very different in fact!
