Unsubscribe Snippet not Populating in MSI emails from Salesforce

In our sandbox instance, this unsubscribe snippet is automatically populated to any MSI email sent out of salesforce.  However, in our production instance, it is NOT auto populating.  I can't seem to figure out what I am missing.  Any ideas?
