Which programs are communication limits on my default?
The Docs/Marketo says Email and Engagement, but the MCE Practice Exam says all Programs and Campaigns.
Can anyone help with this?

I took the practice exam and at the end it shows the answer I picked along with the correct answer. On this question it shows that Email Send programs are limited by default.
In case others are looking for it. This is the Docs article Enable Communication Limits - Marketo Docs - Product Docs where you found that Email and Engagement Programs have them on by default.
