My understanding is that Console is the Adobe SSO - how a user authenticates. If you want the user to be able to log into WF and use it, you'll need the user created, and product access provision in Console.

If you're just creating a user who won't log in (eg a test user and you will log-in-as) - you can create those in WF

By "create a new user" do you mean generating a new user directly in the Workfront enviro and not Admin Console? If so, yes, so long as it's not a SysAdmin access level you're trying to generate/update/etc. Everything else can be customized via Fusion.

Hi @sethu_anandr - 

It is possible to apply data to a user in WF using Fusion, including their PII (title, phone, email), license type, groups, teams, etc. 

 

You would need to define what your trigger is... if you loaded the users into Admin Console via a CSV you can use the same spreadsheet to fill additional data directly into WF (thus avoiding a pull/connection to the AC directly).
