Workfront Fusion Notifying a user of a status chnge in a request

I recently built a scenario in Fusion that after a request/issue has been entered an alert goes out to a particular team. In that same scenario, i also added some modules so when that request has been passed on to a user to work "assigned user", they will only get notifications on work they do and if the submitter adds or makes an update that assigned user is only to get the change notifications not the submitter. So my scenario is running, it notifies the submitter of new requests, but when someone is assigned to the request only they are supposed to get all notifications not the submitter no mater who makes an update. So my scenario is still sending notifications out to the submitter when they are not supposed to get any after creating a new scenario.
