Form with dynamic participant steps in workflow

I have a need where a form needs to be signed by multiple users (dynamic). Is there a way I could create a workflow dynamically with multiple steps in parallel? Sorry I just started looking into AEM about a week ago and is there a way the same signed form be saved and presented at the last saved state, to subsequent users to sign/approve? I would greatly appreciate if you could walk me thru with detailed steps in AEM.

For the form you can use the dialog in dynamic participant steps 

For Dynamic user write a custom participant step

For parallel execution use and workflow component.
