permission needed to upload XDP template

I am trying to upload an xdp template to my server and I am getting this message

We created the server and then created the users. my user has this permissions

so being part of the administrator group enough to do what I need ?

Instead of admin can you try these groups:

Employee

you can add admin along with these groups.
