Unable to revoke Rule editor access to users

Have AEM Forms 6.4.6 in my local with user as Admin, i am trying to follow the below link to revoke the Rule editor access to defined User/Group but i am unable to find the 'Adaptive Form Configuration Service'. please suggest if any OSGI service/SP to be installed?
