That is correct.  You don't need a CRM to create this report.  The data for the Program Membership Analysis report is based on Marketo Programs and Leads DB data.  Here are some additional examples with step-by-step instructions:

Having the registration list sent to a list of recipients prior to the event, or even the day of the event would be very helpful not only for reminders, and venue prep (ordering food, etc) but also for taking attendance as well.

Too bad Cheryl said just this week that we won't be seeing this feature in 2014. Disappointing.
